In order to implement various safety regulations, systems and standards such as the National Production Safety Law, the Labour Law, the Law on Prevention and Control of Occupational Diseases and the Guangdong Province Production Safety Regulations, and to carry out the safety policy of "safety first, prevention first, comprehensive management" and the enterprise's "safety first, prevention first, everyone's responsibility, full participation, comprehensive management, law-abiding operation and sustainable development", and to protect the lives and health of our employees, protect the company's property and protect the environment, we will comprehensively strengthen our production safety management policy. In order to protect the lives and health of the employees, protect the company's property and protect the environment, strengthen the safety management of the enterprise, eliminate and prevent all kinds of safety accidents and achieve safe and civilized production, this regulation is formulated.

This "Safety Production Responsibility System" clarifies the safety production management responsibilities of this enterprise, safety production rules and regulations, and sets out specific requirements for the safety management of this enterprise. All employees of the enterprise must abide by the safety management code of conduct, strictly abide by the safety operation procedures, implement the safety policy of "safety first, prevention first, comprehensive management" and achieve "safe production, everyone is responsible". It is the main basis of the enterprise's safety management, is the platform document to guide the company's safety management, is also the enterprise's safety commitment to all customers, requires the enterprise's staff at all levels must comply with the implementation.

Chapter I General Provisions
1.1 In order to strengthen the supervision and management of production safety, clarify the responsibility of production safety, implement the national laws and regulations on safety, prevent and reduce safety accidents, and protect the safety of employees and national property, according to the "Law of the People's Republic of China on Production Safety" and other regulations, this system is revised.

1.2 Under the leadership of the general manager, the company is responsible for researching and deploying, guiding and coordinating the work of safe production, analyzing the situation of safe production in a timely manner, and making decisions to solve major problems in the work of safe production. Functional departments are responsible for the corresponding safety work according to the principle of "who is in charge and who is responsible". The main person in charge at each level is responsible for the safe production of his department.

1.3 The company's production safety policy is the safety supervision and management principle of "running the enterprise according to the law, people-oriented, safe production, prevention-oriented, comprehensive management, and continuous improvement".

1.4 Leaders and employees at all levels of the company should raise their awareness of safe production, establish the ideology of "responsibility is more important than a mountain", enhance the sense of responsibility and urgency of safety work, adhere to the scientific concept of people-oriented, pragmatic, advancing with the times and coordinated development, in accordance with the "management of production must manage safety In accordance with the principle of "production management must be in charge of safety" and "whoever is in charge is responsible", we will effectively grasp the safety work.

1.5 If the requirements and provisions are not stipulated in this system, the relevant national regulations and requirements shall be implemented.

Chapter 2 Safety Responsibilities of the Production Safety Leadership Group
The main responsibilities of the leading group for safety production are

(1) Conscientiously study and implement governmental production safety guidelines, policies, laws, regulations, standards, norms and company rules and regulations, and organise their implementation and execution through various functional departments;

2) To study and decide on major issues of safety work, decide on the annual deployment of safety work, and decide on rewards for personnel who have made outstanding contributions to safety production and penalties for those responsible for accidents;

(3) To hold regular thematic meetings on production safety, listen to reports on production safety from various functional departments and check the completion of the annual safety work plan.

The office of the leading group on safety production is located in the Department of Safety Production Management.

I. General manager's safety responsibilities
1、The general manager is the first person responsible for the company's safety production, and is fully responsible for the company's safety production work. Responsible for the establishment and implementation of the whole production safety responsibility system.

2, consciously implement national laws and regulations on production safety, always grasp the guidelines and policies of production safety, and constantly study new problems, put forward new ideas and take new measures; grasp the implementation of the production safety responsibility system at each level; the company's major hidden dangers to do a good job, and seriously grasp the treatment; grasp the production devices, facilities, technical transformation and capital construction safety management of the "three At the same time".

3、Preside over the meetings of the leading group of production safety, determine the company's production safety objectives; validate the production safety planning and plans; issue safety rules and regulations, safety technical regulations; organize the development and implementation of the unit's production safety accident emergency rescue plan; effectively ensure the investment of funds in production safety, and constantly improve labour conditions.

4、Responsible for the sound production safety management institutions, enriching the safety technology management personnel. Regularly listen to reports on safety work, organize the investigation and treatment of major accidents, and decide on important rewards and punishments for safety production work.

5、Responsible for the implementation, inspection and assessment of the safety production responsibility system of each functional department proper.

6、Participate in safety activities on a regular basis.

7、Accept safety training assessment and obtain the certificate required by the relevant regulations; grasp the safety education and training of employees.

8、Implement safety investment funds.
 

Second, the plant manager safety responsibilities
1、In accordance with the principle of "who is in charge and who is responsible", he is fully responsible for the technical work of our company's safety production.

2、Responsible for the management of our production safety protection devices (interlock), organize the formulation of the corresponding management system, and responsible for the approval of its commissioning and deactivation.

3、Strengthen the management of safety technology, actively adopt advanced safety technology and safety protection equipment, and organise research and implementation of rectification programmes for major accident hazards.

4、When organizing the design, construction and commissioning of new, expanded and altered capital construction projects as well as technical transformation projects, achieve the design, construction and commissioning of occupational safety and health facilities at the same time as the main project, and conform to the standards stipulated by the State.

5、Review the company's safety and technical regulations, operating procedures and safety and technical measures projects to ensure that they are technically practical and feasible.

6、Responsible for organizing the development of production jobs dust and toxic and other harmful substances treatment planning program, so that they meet the national health standards.

7、Participate in the investigation of accidents, responsible for organising technical forces to analyse and identify the technical causes of accidents and propose technical improvement measures.

8、Seriously perform safety contracting duties for key installations and key parts, and participate in grassroots safety activities once a quarter.

9、In accordance with the above safety responsibilities, formulate annual safety work plans and implement them article by article in the specific work.

Third, the safety director safety responsibilities 
The company's safety director, under the leadership of the general manager, is responsible for organizing, promoting and supervising safety management and safety inspection, as well as safety technical analysis work, the safety director safety production responsibility system is as follows:

1、Organize and supervise all departments to conscientiously implement the national guidelines, policies, regulations, standards and instructions from higher levels regarding safe production.

2、Organize the preparation of the company's safety and technical work planning, plans, standards, measures, safety regulations and safety operating procedures, and supervise the implementation.

3、Frequently go deep into the work site for safety tour inspection, organize professional or regular safety inspection, supervise the relevant departments to do a good job of safety control of the work site and dangerous work points, occur rectification instructions for accidental hidden dangers, and in case of emergency that endangers the life and safety of workers, have the right to immediately stop the operation and report to the general manager for emergency treatment.

4、Correct illegal operations and unsafe acts, responsible for supervising the implementation of risky operations, timely detection and elimination of accident hazards

7、Develop standards for the distribution of personal labour protection supplies (including appliances), health food and cool drinks, and supervise and inspect the quality of distribution and correct use.

8、Organize safety production competition, evaluation for safety production awards and punishments, summary, promotion of advanced experience and achievements in safety production, establish typical safety production.

9, the organization of the investigation and treatment of work-related accidents, responsible for the statistics, analysis and reporting of accidents due to work-related injuries, the establishment of work-related accident files.

10、Organize relevant departments to study casualties, put forward preventive measures and prepare safety technical measures plan, and supervise the implementation;

11、Cooperate with the security department to do a good job in safety and fire prevention, assist the environmental protection department to carry out regular monitoring and analysis of toxic and harmful substances in production, formulate rectification measures and organize relevant departments to implement them in a timely manner.
 

I. Safety duties of the Safety Production Management Department 
1、Implementation of national and company safety production guidelines, laws, regulations, policies and systems, under the leadership of the company's leadership and safety production leadership group is responsible for the company's safety supervision and management work.

2、Responsible for safety education and training for employees, and plant-level safety education for new employees. Responsible for managing the safety technical training and assessment of special operators; organizing various safety activities; formulating safety activity plans for work groups.

3、Organize the development and revision of the company's safety production supervision and management system and safety technical regulations, prepare safety technical measures plan, and supervise and check the implementation.

4、Organize safety inspection. Implement the system of rectification of hidden dangers of accidents, assist and supervise the relevant departments to formulate preventive measures for the identified hidden dangers, and inspect and supervise the completion of the rectification work of hidden dangers.

5、Participate in the supervision of the "three simultaneous" of new construction, expansion, alteration, overhaul and technical measures projects, and be responsible for organizing the safety and health evaluation of construction projects to make them meet the technical requirements of occupational safety and health.

6、In conjunction with the equipment management department, be responsible for the supervision of various equipment safety.

7、In-depth site supervision and inspection, supervise and assist in solving relevant safety problems and correcting irregularities. In case of emergency that endangers safety production, have the right to order to stop the operation and immediately report to the relevant leaders.

8、Check the implementation of various safety management systems, and carry out key safety supervision on direct operation links.

9、Responsible for the summary and statistical reporting of various accidents; participate in the investigation and treatment of various accidents.

10、According to the relevant national regulations, be responsible for the formulation of the standard for the distribution of labour protective equipment and heat protection drinks for employees, and supervise and check the timely distribution and reasonable use of the relevant departments in accordance with the regulations.

11、Work with the relevant departments to improve occupational safety and health and labour protection, and continuously improve working conditions.

12、Responsible for the assessment and evaluation of safety work, and to propose rewards and punishments for those who have contributed to the safe production or those who are responsible for accidents. In conjunction with the trade unions and other departments, seriously carry out safety production competition activities, sum up and exchange advanced experience in safety production; carry out safety technology research, promote the results of scientific research on safety production, advanced technology and modern safety management methods.

13、Check and urge the relevant departments to improve the maintenance and management of safety technology equipment.

14、Establish a sound safety management network, guide grass-roots safety work, strengthen safety infrastructure, and hold regular meetings of safety professionals.

15、Responsible for the management of safety production input funds, put forward the use plan, and supervise the implementation of the plan.
 

Second, the production department safety responsibilities
1、In accordance with the principle of "who is in charge and who is responsible", the company is fully responsible for the technical work of safety production.

2、Responsible for the management of the company's production safety protection devices, the organization to develop the corresponding management system, and is responsible for its commissioning, deactivation of the approval.

3、Strengthen the management of safety technology, actively adopt advanced safety technology and safety protection equipment, and organise research and implementation of rectification programmes for major accident hazards.

9、In accordance with the above safety responsibilities, formulate annual safety work plans and implement them article by article in the specific work.

Third, the warehouse department safety responsibilities 
1、Responsible for the safety production within the jurisdiction, establish and improve the safety rules and regulations and operating procedures. Responsible for the safety education and training assessment and safety management of the workers and temporary workers within the jurisdiction.

2、Responsible for the timely supply of equipment and materials required for safety technical measures projects in accordance with the plan in terms of quality and quantity.

3、Responsible for the storage and distribution of various types of labour protective equipment according to standards and ensure quality.

4、Implement the Safety Management System for Transport Vehicles and the Warehouse Fire Safety Management Rules, and develop the corresponding no-fire safety system.

5、Strictly implement the procedures of warehousing, when the materials or semi-finished products are in the warehouse, verify whether the quantity, specification and type are consistent with the bill of goods, and check whether the materials are delivered according to the quantity of the purchase order and the required delivery date when they are in the warehouse, and the materials should be promptly entered into the accounts and accurately registered after they are in the warehouse.

6, inventory materials should be sorted and stacked neatly, to eliminate unsafe factors; and set up material cards, clear identification.

7, keep abreast of the warehouse reserves, such as inadequate reserves, overstock, backlog stagnation, overdue deterioration phenomenon immediately reported.

8, do a good job in the warehouse fire prevention, anti-theft, rain, sun, lightning, explosion-proof, sprinkler cooling work, keep the warehouse clean, neat, air circulation; regular inspection of the stock, to prevent leakage, deterioration; responsible for labor protection supplies in the warehouse during the rain, mold, damage prevention, quality assurance work, good labor protection supplies issued registration work.

9、Responsible for the lightning protection, anti-static, fire prevention and explosion-proof work of all kinds of buildings and structures within the jurisdiction of the department.

10、Responsible for the department's accident potential hazards to put forward treatment programs and plans.

IV. Office safety duties
1, conscientiously implement the national guidelines, policies, laws and regulations and other provisions relating to production safety;

2、Responsible for the supply and distribution of health food and anti-temperature supplies;

3、Responsible for the management of integrated logistics affairs of the company.

4、Responsible for the hygiene of the company's office building and the management of each hygiene area in the production plant, to eliminate the occurrence of dirty, disorderly and poor phenomena;

5、Responsible for the safety management of the company's vehicles, often safety education for drivers, regular maintenance of vehicles, to ensure the safety and normal use of vehicles, responsible for the handling of traffic accidents outside the factory;

6、Responsible for printing company documents and sending and receiving letters, and do a good job of the company's confidentiality and security work;

7、Responsible for the organization of the reception of inspectors from various departments at higher levels. The office director is under the leadership of the deputy general manager of the operation and is the first person in charge of the safety production of the department, and is specifically responsible for the management of the office building. Master the basic professional knowledge of the country about safety production management, and after training, assessment qualified.

8、 Actively cooperate with the deputy general manager to carry out safety work, conscientiously organise the implementation of the Party and State's guidelines and policies on safety production and the instructions and regulations of the higher level on safety work, and ensure that the company must comply with the national laws, regulations, rules, standards and relevant provisions on safety production in the process of production and construction.

9、Responsible for the management of the company's logistics and comprehensive affairs.

10、 Responsible for the hygiene of the company's office building and the management of each hygiene area in the production plant, to eliminate the occurrence of dirty, disorderly and poor phenomena;

11、Responsible for the safety management of the company's vehicles, often safety education for drivers, regular maintenance of vehicles, to ensure the safety and normal use of vehicles, responsible for the handling of traffic accidents outside the factory;

12、Responsible for the printing of company documents and the sending and receiving of letters, and to do a good job of the company's security work of confidentiality;

13、Responsible for the reception and organization of inspectors from various departments at higher levels;

14、Responsible for the safety education and training of foreign visitors and interns.
 

V. Safety duties of the volunteer fire brigade 
1, conscientiously implement the "fire law of the People's Republic of China" and the "prevention-oriented, combined with prevention and elimination" policy, and do a good job in fire prevention, fire fighting, emergency rescue and other fire fighting work.

2, master the main production process of fire characteristics, in-depth supervision and inspection of fire sources, fire hazards and fire-fighting facilities management, supervise the implementation of fire hazards hidden rectification, to ensure that fire-fighting facilities are complete, fire roads are open.

3、Organize the establishment of emergency rescue plans and volunteer fire brigade, their business and technical guidance training, responsible for all staff fire prevention, fire fighting knowledge education.

4、Responsible for the management of fixed fire moving points within the fire and explosion-proof area. Responsible for the investigation and treatment of fire and explosion accidents.

5、Participate in the review and acceptance of fire prevention measures and fire protection design of new construction, expansion, alteration and technical measures projects.

6、Responsible for the preparation of the company's special fire-fighting equipment configuration and procurement plan, responsible for the maintenance and repair of fire-fighting equipment.

7、Responsible for the soundness of the company's fire prevention files, responsible for the key devices, key parts of the development of a practical fire fighting program, at least twice a year to drill.

8、To develop targeted emergency plans and rehearse them regularly. All rescue apparatus should be in a ready-to-use state.

9、Propose management plans and schemes for hidden fire hazards.

Chapter V. Safety duties of various personnel in the company
I. Safety duties of process technicians

(4) Daily in-depth inspection of the production safety situation at the site, the discovery of accidents and hidden dangers and timely rectification. Stop illegal work, illegal command, the right to stop work in an emergency, and immediately report to the leadership to deal with.

(5) Participate in the design review and completion acceptance of new construction, expansion and alteration projects of the unit; participate in the review of process transformation and process condition change programmes to make them meet the safety technology requirements.

(6) is responsible for the unit's device maintenance, shutdown, start-up safety and technical program development, inspection and supervision of the implementation of the program.

(7) The unit in the production or production-related accidents reported in a timely manner, and participate in the investigation and analysis.
 

2. Safety duties of equipment technicians 
(1) Responsible for the safe management of the unit's equipment and the safe operation of the equipment.

In the preparation of equipment maintenance, overhaul, maintenance systems and programs, there should be reliable technical measures of safety and health, and the implementation of the inspection and supervision.

Third, the safety of technical personnel safety responsibilities

(4) Assist the leader in the safety thinking and safety technology education of the staff, be responsible for the safety education of the new entrants to the plant, and guide and supervise the inspection of the safety education of the shift (post).

5）Responsible for arranging and checking the safety activities of the work group and organising regular emergency accident plan drills.

(6) In accordance with the requirements of safety specifications and standards, participate in the design, completion and acceptance of new construction, alteration and expansion projects of the unit and the "three simultaneous" review of equipment transformation and process condition change programmes, and implement safety measures for plant maintenance, stoppage and start-up.

(7) Responsible for the management of the unit's safety and technical equipment, fire-fighting equipment, protective and first-aid appliances; grasp the situation of dust and toxicity, and put forward suggestions and recommendations for improvement.

(8) Inspect the site in depth every day and rectify hidden dangers promptly when found. Stop illegal work, in an emergency for those who do not listen to advice, can stop their work, and immediately reported to the leadership to deal with. Check the implementation of fire safety measures to ensure the safety of fire.

9）Participate in the investigation and treatment of various accidents, responsible for statistical analysis and timely reporting.

(10) Improve and perfect the basic information of safety management, so as to be complete, practical and specification.
 

Fourth, the workshop supervisor safety responsibilities
1）Execute and implement the unit's instructions and requirements for safe production, and be fully responsible for the safe production of the production workshop.

2）Organize workers to study and implement the unit's safety production rules and regulations and safety technical operating procedures, educate workers to comply with rules and regulations, stop violations, and ensure the safe production of the unit.

3) Organize and participate in the safety activity day and other safety activities of the work group, insist on safety talk before the shift, check safety during the shift and summarize safety after the shift.

4）Responsible for the job safety education of new employees (including internship and substitute training personnel).

5）Responsible for the unit's safety inspection, find unsafe factors in a timely manner to organise efforts to eliminate them and report to superiors. Report accidents immediately, organise rescue, protect the scene, keep detailed records and participate in accident investigation and analysis, and implement preventive measures.

6) Be responsible for the daily inspection and maintenance of production equipment, safety equipment, fire-fighting facilities, protective equipment and first-aid apparatus, so that they are often kept intact and in normal operation. Supervise and educate workers to use labour protection equipment and appliances reasonably and to use fire-fighting and rescue equipment correctly.

(7) Organize the unit's safety production competition, commend the advanced and summarize the experience.

(8) Responsible for the unit's grassroots construction, basic management, to improve the level of safety management. Keep the production work site neat and clean. Achieve clean and civilized production.

V. Workshop (team) safety officer duties
(1) workshop (team) safety officer by (team leader) part-time, accept the company's safety officer business guidance, responsible for the safety work of the unit.

2）Organize and carry out various safety activities in the unit, responsible for safety activity records, and put forward opinions and suggestions to improve safety work. Insist on pre-shift safety speeches and post-shift safety summaries.

(3) Conduct shift and job safety education for new workers (including trainee and substitute trainers). Organise job technical practice and carry out accident plan drills.

4) Strictly enforce the rules and regulations on safety in production, and have the right to stop and report on irregularities in work.

(5) Check and supervise the correct use and management of labour protection equipment, various protective appliances and fire-fighting equipment by the personnel of the unit.

(6) When an accident occurs, promptly understand the situation, maintain the scene, rescue the injured, and report to the company leadership.

(7) Implement good supervision of direct operations.

VI. Safety duties of production operators 
(1) Conscientiously study and strictly comply with the rules and regulations, abide by labour discipline, do not work in violation of the rules, and take direct responsibility for the safe production of this post.

2）Master the operation skills of this post, strictly implement the process discipline and operation discipline, operate carefully and correctly, and keep proper records. The handover shift should hand over the safety situation, and the handover shift should create good safety production conditions for the succeeding shift.

(3) Correctly analyse, judge and deal with all kinds of accident seeds and nip them in the bud. In the event of an accident, promptly and truthfully report it to the superior, handle it correctly according to the accident plan, and protect the scene and make detailed records.

4) Carry out touring inspections on time and carefully, and deal with and report abnormalities in a timely manner.

5) Carefully maintain the equipment, keep the operating environment neat and tidy, and improve civilized production.

6) Dress in accordance with the regulations on duty and use various protective appliances and fire-fighting equipment skillfully and correctly.

(7) Actively participate in various safety activities, job technical exercises and accident plan drills.

8) Have the right to refuse orders to work against the rules and to discourage and stop others from working against the rules.

(9) To do a good job in the supervision of direct operations, the implementation of various preventive measures.

Seven, security personnel safety duties
